My car is in the shop now, but this means that with Xenons there is no flashing your brights when you pull the stalk with the lights off?

There is.
The way D1S (the type of bulb for the Xenons) works is that it is pre-warmed up when the lights are off so when you flick the high beams its still very bright flashes of light.
not like traditional HID bulbs where it takes time to warm up before they get bright

No, the car is "smart" enough to turn the headlights if they aren't already on when you pull the stalk to flash the lights.
